both those crits would be in effect. the not cumulative thing applies to crits of the same nature. for example if you have a -4 speed crit and a -2 speed crit you just use the worst crit in this case -4 speed instead of adding them together (which would be -6).

You only apply the worst effect of a given type to your ship, but all of the crits are still present and must be repaired seperately. Repair the -4 and you go up to -2 speed.
The only confusion I have seen is if you get the same crit multiple times. If you have a Speed 0 crit four times do you have to repair it four times? We have played you do and think that is right but I can't remember if that is explicitly stated.
Yeppers, you have to keep repairing every single one of those things received.
So normally any ship with multiple crits of the same type, is just not going to get any better. I normally just forget about the ship, or try to repair something else. -1AD for example, if only one of those is present vs the 3x -2 speed crits.....

THe Flight computer rules state that you need to have Crew on board to command the Flight Computer, so what you have left there SQ is a crewless drifting hulk.
Basically a Flight Computer drops the Crew Threshold to 0.
Backgroundwise, the computer doesnt know what to do, if someone isnt issueing commands. There are enough scenes in B5 with (mostly Minbari) giving some vocal command, and then the ship complies.
