Multiplayer game arrest question

We played a 3-way game the other night. A question arose as to what constuted reason for Judges to forgo arresting someone. If a Cabalist shot at a Mobster would that allow Judges to shoot? Or if a Cabalist shot at a Robot?

I would think the Judges could start arresting the cultists, after all citizens should not have firearms. After all, they are not the law. Of course the robots are illegal, so the judges don't have to arrest them, but if there were a gang war between say a street gang and the gorilla gang, whenever one fired, even at the other gang, the Judges should be able to start shooting at that model, although they could always opt to attempt an arrest anyway.
