I noticed "Magocracy" was not included in the Govt. types section. Is that because there is no historical precedent for it? or is it just a left over from my D&D days?

I don't have Empires, but I think a magocracy doesn't technically distinguish itself much from a theocracy or meritocracy, especially not in a world such as Glorantha where magic, runes and gods are connected inherently.

I think it's been established that the word Magocracy was actually invented by Gary Gygax for D&D.

Other than that, I think Dan is right.
 
Sorcery is by default in a religious framework in RQ, so th "magocracy" would be a theocracy. I suppose you might want to use the term in a setting where sorcery is atheistic, but does it really make a difference whether your ruling elite are sorcerers or not?

No, not really. I agree with the other posts that it wouldn't work in Glorantha at all, the only environment it would work is a setting where magic was the purview of a few talented individuals who seized/gained power using magic. But as the other posts mention, meritocracy is probably interchangeable with the concept.

In Wraith Recon and other settings with powerful Divination (for lack of a better term) I think it would.

If the ruling elite is a bunch of snot-nosed nobles they might not know what's going to happen if A or B. If ruled by a council of high level mages, any intelligent leader would have his companions constantly observe the future to see if anything threatens his reign.
