I have never played ACTA but I am almost 100% commited to Noble Armada. One fast question.

Is movement measured or is it played grid style?

It is measured in inches the movement.

It's a gridless "traditional" miniatures game. The movement mechanics are nearly identical to Battlefleet Gothic, if that helps any. Think "wet navy" style movement with some momentum effects.
