I was always taught that you measure from the center of the attackers base to the edge of the base that they are trying to hit. That is what I was taught, though as long as you and your opponent agree on the measuring point I don't suppose it matters.

As TMNGerbil said, it's down to you and your opponent (or those in the campaign) to agree of house rules. As long as you all agree, it's fine to do it anyway you like. I prefer to measure from base edge to base edge.

Base to Base is the best way, it saves arguments and is less open to abuse.
