I would imagine so. The restrictions on "Activate Jump Gate" are that the ship must move less than half speed and not fire, but I can't see anything about launching fighters. ("Initiate Jump Point", on the other hand, does explicitly forbid launching fighters, so you can't combine that with "Scramble, Scramble".)
 
thanks Adrian, where in the rules is the explicit denial of launching fighters though? (for Initiate Jump Point) (FAQ, P&P etc?)
 
Using any special action prevents launching fighters. (page 30)

Scramble Scramble is an exception to this.

If you are entering from hyperspace via a jump point that you created, you may not launch fighters (page 26).

So using Initiate Jump Point! to open a point or gate to leave means you can still Scramble Scramble! if you can do to SAs.

On entering realspace from hyperspace you can Scramble! after entering via a gate.

However IJP or AJG (or any other SA) are not exceptions to this...

So if you're opening a jump point or activating a jump gate then you may not launch fighters, no matter what other special actions you may or may not be doing. In fact you can't launch fighters while doing any SA except for Scramble Scramble.
