Learning new common magic spells

I'm trying to understand how Common magic spells are learned and taught in Glorantha. In the rule book the only thing that is explicitly stated, is that Pious members have access to the Common magic spells that cult teaches. Does that mean, that cults usually don't teach lay members? How else can one learn Common Magic spells? Do freelancer teachers exist? If common magic spells can be learned from peers and family, could that actually mean, that adventurers can teach one another (provided they use the IR's)?

And, as this is my first post, I'd like to say thank you for the great game. Our group returned to Gloranta after a 15 year break, and we have been very happy.

Common Magic known by the cult will be taught at a discount to Pious members and probably at full cost - however you want to determine that -to Lay members. A few ways suggest themselves: a lay member who wants to learn a cult common magic spell could be granted their desire if they perform a particular service for the cult, or agree to become an initiate, or pay in hard cash.

Spells can be learned from other adventurers using IRs or the teaching/training mechanics found in the core rulebook.
