i'd say league, however the league fleet seems very mix and match without a defining obvious strategy. however the Narn fleet is slow and has several fairly poor ships in it, ok the League has the Bimith as well, but meh.
 
I'm only a noob, i'm not good at choosing fleets yet, and i was seeing what they could do. Anyway your Juyaie suppliment is really great

as to any league fleet, you need to think about your style of play, as it stands you look like you have a big wedge of tough but slow ships, but then you have a nightfalcon and Xaak that don't really fit this philosophy. You could use their speed to try and flank while using your other ships to fly a wedge into the enemy? Don't get drawn into a shooting match with the BinTak, kill it's support, the BinTak will hurt, but as you wittle down it's supporting ships it will have trouble getting a good boresight on anything. the Rothans Ka'Tocs and Ka'Tans should die wuite quickly, try sniping them with your Kaliva's lance, the G'quan varients are tough to kill, but have limited weapons at range, and the G'Lan has an 18" max range.
 
The plan was to bombard the Narn with the Xaak, the 2 Aviokis and the Kaliva whilst the rest uses all power to engines! to get in close and blast the narn at close range
 
ok, but remember, the Narn can blast right back at you at close range, and are more or less as tough as your ships
 
Hiffano is right, Narns can blast you real good at close range with all their ion cannons and pulse cannons, which are in almost every arc of their ships. Really just do you best to stay out of the range of their strong, long range guns, with thankfully are mostly boresight. I recommend using the precise weapons of the Xaak and the Lakara to land some good crits on the Bin'tak and the G'lans. Narns may have great tanking ships with lots of attack dice in close quarters, but enough engine and weapon crits tones them down greatly.
 
I like your original idea. Just stay outside of 10 inches. Get in close and make it hard to line up that boresight they need for their big guns, but stay at 10 inches or more to avoid the Narn secondaries.
While the Narn can throw a LOT of dice close up, it's Really close up...
