Is there a way, printed anywhere, that allows for a Law Level A for enforcement, but a LL 3 for determining what is illegal? How would that be notated?

World Builder's Handbook has a whole section on Law Level and systems of justice (p163-172), breaking it all down to many different subcategories.

For your specific case, it would have a Criminal Law code of A: preemptive detention allowed, and a Weapons&Armor code of 3: military weapons are banned.
