What rights/powers/jurisdiction does Psi Corp have outside Earth Alliance space?
I know from the Psi Corp book that they have extradition treaties with all Earth governments(no comment about colonies) but what do they do if chasing into someone else's territory?

For example, can you get them arrested by the local government/police for harrassing/attacking/attempting to kidnap you?

Probably. They'd have no jurisdiction there, but if the teep was important enough, the Corps could have the EA put pressure on the aliens to hand over the human or give the Corps temporary legal powers.

Bester discusses human teeps fleeing to alien space in the lecture in the Psi Corps book.

That would officially of course; Unofficially, if the teep was important enough, they'd be extracted by any means at the Corps disposal.
 
Well it's mentioned in Season 5 that the ISA allows sovreign rights to police it's own peoples to the member races. Bester has jurisdiction over Byron and co. because Sheridan didn't grant them asylum. And in the modern day world countriues have extradition treaties with each other, no reason why this wouldn't hold true between races in the B5 universe.

AFAIK the Corps has jurisdiction over telepaths all over EA space, even on colonies, not sure about how the newly recognised independednt colonies after the EA civil War might have affected that though.

With reference to the above. We're in 2263- so Psi Corp is involved in it's internal"reshuffle" due to Bester finding out about Byron organising rogues for the last 4 years. Also both(or is it all three) power groups going for control of who they can and removing opposition where they can.

Haven't read the Corps trilogy of novels yet. It's on my to do list. I forget how much I enjoy reading until I actually sit down with a good book. And I ahve shelves full of things I haven't rwad yet!
