If a ship is equipped with a Jump 2 drive and has sufficient fuel for 2 jumps, can it make the jump between two systems that are 4 par secs apart? I mean that the first jump will exit jump space in an empty hex, i.e. open space and then complete the trip by jumping the last two par secs from the empty hex.

Yes. As long as the fuel is available ships can make more then one jump. Could even make it using four jump 1's.
