judges handbook .. please help

My gaming group decided to start a judge dredd adventure.

To get the ball rolling I ordered the judge's handbook for the group to start getting background on PCs.

The handbook says this:

Much of the material presented here expands on, and supplements,
the information detailed in Judge Dredd.

Can someone please tell me what it is referencing to? I really feel like I just spent $20 for nothing. And the description on the mongoose site says nothing about this being an expansion book, just that it provides new rules for PCs.

Judge Dredd relies on two core rulebooks: Traveller Core Rules and the Judge Dredd rulebook. The Judge's Handbook expands on the Judge Dredd rules; it is not a rule-set in its own right.

As you point out, the website description says it provides 'new rules for PCs', so I have to ask the question: what existing rules were you intending to use? The website does cover the Judge Dredd core rules and the necessity of Traveller too, and these are the logical place to begin.

well I did get the traveller core set, which is what I thought i needed.

I'm not saying the website is in error, I just was really confused when I opened the book and it was referencing the judge dredd rules.

That's the one.

You'll find character creation different to the Traveller core rules, but well worth the investment.
