Judge Dredd RPG basic training clarification

In Term One basic training for a Judge PC, it says
"All characters gain the following skills: Athletics (any) 1, Melee (unarmed combat) 1, Survival 1"

Does this mean that these skills are given at level 1 or do they start at level 0?
Just a simple thing, I know, but it's got me confused...
