This book is absolutely fabulous and would be a perfect fit for RQII. The author, Susanna Clarke, has already sold rights to a movie, Jonathan Strange and Mr Norrell (2010), so must be open to the concept of licensing her IP.

I think this would be a good fit with RQ. Idly mulled over doing it myself once but notice that Cubicle 7 seem to be making a success of Clockwork & Chivalry so I reckon it has mileage.

Stardust was based on Neil Gaiman's novel.

Ooops, you are correct. Thanks. I have corrected my original post. But I still feel the argument for RQII Jonathan Strange and Mr Norrell is a strong one.
