Intimidating Codgers

I'm confused by the rules for when a codger attempts to intimidate someone (from the survival guide, p. 58). The rules say that when codgers try to intimidate someone they have NODE -1, but when they try to use Violence or Intimidate they have NODE -2. How does this shake out in actual play? When do they have -1 and when do they have -2?

I think it's supposed to be a -2 NODE for intimidate and Violence (which balances with the +2 Stealth at a specific situation).
I'm going to read it that way.
