Initiative Question

So, from 1e, my playgroup has been playing with a "Move First, Fire Last" mentality. But it appears that in 2e that's gone.

Am I correct that the winner of Initiative has the option of either moving first or declining and moving later, but always fires first, regardless?

Yes, if you win initiative you can have your opponent move first, but you would fire first.

I mean, before we were playing that if you won initiative, your option was to move last, and then fire first.

Now, it seems that you don't follow those rules. Now it seems like you could choose to move first and fire first if you won Initiative.

Winner of initiative can choose who moves first, who fires first and who moves fighters first (all independently of each other).

You might choose not to fire first when playing the Border Dispute scenario.

The problem came from believing that if the Init winner moved first, he was forced to fire second.

Now we're interpreting it to mean that you can indeed choose to move first and fire first. Correct?

I was under the impression from 1E that initiative worked as follows.
High Init may choose to move first & fire first or may chose to move last & fire last.
