Probably because it is clearly stated it is for his universe. There are many people who do not slavishly apply every detail of the Third Imperium to their own Traveller setting.

There are many settings, Traveller was designed to be a toolkit to make your setting your own.

As an example if your setting is more akin to Star Wars then smallcraft capable of ftl are commonplace.
 
I like to see the things other people do with the system, even if it is not something I'm going to adopt myself. If someone's excited about the game and wants to share their creation, that's good in my book.
It's all grist for the GMs mill. :). Maybe the Ancients could make J capable ships that small.

Yeah, IMTU Ship Shares are just counted as investment capital, so you can use them to buy commercial vehicles/equipment, such as Mining Bots.

I use this as my basis for allowing this change.

Yeah, I noticed that you ditched the minimum 5-ton for jump equipment thing, but I never used to use that. I didn't mention it because IYTU the rules can be whatever you want them to be. I have started using the minimum tonnage rule for the last several years, but that is a relatively recent development on my part. I still kept the minimum 100-ton vessel for jump, but just scrapped the 5-dton minimum.
 
There is a loop hole for less than 100 ton ships. Carrying the extra tonnage externally. A J5 ship that is 50 tons but has a 50 ton drop tank. A ship that is a jump tug for smaller craft or a Jump Net.
