Is it official or is it a fanon JTAS entry?

It's in an official Mongoose publication but it's my understanding that JTAS has submissions from the general public and is not all commissioned articles so I don't know how you draw that line.

Well if it anything like the original GDW JTAS nothing in those books is considered canon unless authored by one of the GDW writers or some statement that it was to be considered official.

An early GDW JTAS article had intersteller psionic teleportation for example - definitely not canon
