I have a question regarding Armour Encumberance

In the core rulebook on page 64 it says that each piece of armour has an encumberence value, while it on the table on page 31 of the Arms & Equipment book says that each location has an encumberence value.

Which is it?

If my character has a chainmail coat that covers both his arms, chest and abdomen. The core rulebooks would give me an encumberence value of 3, as it is one piece of armour.

The arms and equipment guide would give me an encumberance value of 12 as it covers both arms, the chest and the abdomen. Four locations.

What is right?

Have I missunderstood something?
 
The latter is correct, by "each piece" the assume that each piece covers one location.

So a chainmail shirt with arms, covering both arms, chest and abdomen would indeed give you an encumbrance value of 12.

This is incorrect. For Armor Penalty it is Total Armor Points/5 (Round Up)=Armor Penalty. Using the Armor in question your encumbrance would indeed be 12 ENC, however the Armor Penalty (SR Penalty, Penalty to Swim or Climb movement in Meters) would be 20 (Total Armor Points 2 Arms, Chest, Abdomen) / 5 = 4. Armor Penalty 4 not 2.
