How large are the navies and how large would battles be?

Like B5 ACTA... you can buy as many ships as you like, and play with as many as you agree with your opponent.

I'm looking at more of the fluff side of the game.

Fluff wise I do not think they ever mention actual numbers of ships.

I do not think there are thousands of ships in the Known Worlds. I would guess that each House has about a hundred combat ships spread over its holdings.

In the universe fluff. Technology is kept away from the Great Unwashed. The Nobles, League and Church only have access to Technology, for the good of protecting the souls of the Great Unwashed. Tech is not common and Starships more so.

Pretty similar to B5 scale in that sense; most encounters will be between one or two capital ships; a squadron of them means you really want to make a point, and a couple of dozen capital ships represents a significant percentage of a house's full fleet (so don't lose them!)
