Horror saves and Wisdom

Was there any consideration of other saves being used for all three types of Horror saves? Has it bugged anyone else that all my players are wise to the gills? I have switched Panic saves from Will to Reflexes, and may switch and maybe Fear saves to Fortitude, just to limit the importance of Will/Wisdom.

I thought about it, but the Fear/Fortitude link didn't work for me. Plus, Wisdom is underpowered in modern games.

There's a feat in there (called Alternate Approach in my draft, but I think it got changed in editing, and I'm away from my books right now) that lets you switch what stat is used for Horror saves.
