There should be a table at the bottom of page 52, that lists the cost multiplier for the hull at a given tech level, and also it gives a number that varies with the tech level.
The base number there, for TL 12 IIRC, is 50. That's how much a single Hull point / Structure point weighs for a "standard" ship's hull. The higher TLs give lower numbers, e.g. 35: that's how much a Hull point / Structure point weighs.
So for a really high tech ship, where each Hull and Structure point weigh only 35 tons, instead of dividing the mass of the ship by 50 to get the Hull and Structure points, you'd only need to divide the mass by 35 instead.
For example, a 1000 dton ship at TL 12 has (1000 / 50) = 20 Hull points and 20 Structure points. But at a higher TL where the hulls are made of a stronger material, the same 1000 dton vessel has a base (1000 / 35) = 28 Hull and Structure points.
