High and Low Tech Hulls

Hulls need a listed base tech level in order to use the "Primitive and Advanced Spacecraft" advantages and disadvantages.

Agreed. I think we should baseline (as before) that a TL12 is what gives you that basic 1 hull per 2.5 tons. Aka - the baseline.

If we do it this way, make sure that hull advantages/disadvantages are not tied to the Protoype/Advanced table (as per current rules). Otherwise TL9 or less hulls are no longer possible.

Yeah - I think we should make it as just an inherent advantage. Would it make sense to simply say that rather than using that table, modify cost by 20% of the cost for each step? Aka TL9 Hull is 60% cheaper. TL15 hull is 60% more expensive?
