Here is the information about adding armor in the capital ship design example:

Now Julia decides to add armour. She decides on 10 points of bonded super dense armour. This takes up (10/6 x 5%) 6,250 tons of the ship at a cost of MCr (7,500/2 x 1.1 x 10/6) MCr 6,875.

In order to get 6,250 tons for the armor the equation is 75,000 x .05 x 10 / 6 = 3,750 x 10 / 6 = 37,500 / 6 = 6,250 tons

In the armor cost equation I am sure that 7,500 is the hulls cost, the 2 is the 50% of the base hull cost, the 10 is the points of protection, and the 6 is the points of protection for each 5% of the hull devoted to protection.

I am fairly sure that the 1.1 is the cost for the hull's cone configuration, unfortunately I'm not sure enough to feel comfortable.

Have I correctly identified 1.1 as being the configuration cost modifier for the cone shape?
 
Armour Size: ArmourFactor * Hull * 5% / 6.
Armour Cost: ArmourFactor * HullBaseCost * 50% / 6, where HullBaseCost = Hull * 0.1 * ConfigMod [p62].

Example:
Armour Size: 10 * 75000 * 5% / 6 = 6250 dT.
Armour Cost: 10 * (75000 * 0.1 * 1.1) * 50% / 6 = MCr 6875

So, yes the 1.1 is the configuration modifier.
 
This one is variable. In some ships the cost is based on the base cost of the hull, pre modifications. Some base it on the price of the hull after configuration, such as streamlining. Take your pick.

Thank you AnotherDilbert for verifying that the 1.1 in Step 1, p. 69, of the Capital Ship Design Example is taking in to account the modification of the cylinder hull shape to a cone of the base hull.

Unfortunately, AndrewW does illustrate how the rules can be interpreted to either include or exclude the configuration cost modifier. The base hull cost is Tonnage x MCr0.1. Plus the modifier based on Hull configuration changes the base cost to a total base cost.

To get a cheaper hull one could interpret the 5%, 20%, or 50% of the base hull to be the base hull cost of tonnage x MCr0.1 without the modification for a hull configuration.
