I do not believe that the Service Crew text and the Crew table match. The text entry
Service Crew
The ship itself may have a requirement for other sections which provide basic services, including shops and storage, security (especially if there are no ship's troops aboard), maintenance, food service, and other operations. Such personnel are drawn from the crew branch if no other appears appropriate. Allow 3 per 1000 tons if there are no ship's troops. This can be reduced to as low as 2 crew per 1000 tons of ship by replacing service crew with ship’s troops. Troops accommodated in barracks cannot be used to reduce the number of service crew embarked (see p. 67).
The table entry data is Section: Service; Base Crew: 2/3 per 1,000 tons.
The text clearly states that without ship's troops or the troops are in barracks the requirement is 3 per 1,000 tons or 2 if there are ship's troops that are in staterooms. I believe the table entry should be Base Crew: 3 or 2 per 1,000 tons.
The Capital Ship design example is carrying ship's troops/marines in staterooms the required service crew is roundup(75,000/1000 x 2,0) 150 and for being 1.21 over strength the total crew is roundup(150 x 1.21,0) 182.
