How is this rule intended?

1) The two nominated ships must be from your own fleet.
2) The losses from one ship can be transfered to the enemy ship?

The first seems to be the intent, otherwise its a pretty powerfull skill.
 
Hmm... Good question. There's nothing saying it can't be an enemy ship anywhere. Other powers use the specifier of friendly or enemy only, so I'd say it's the second choice and thereby pretty damn powerful.
 
How about if:

Player 1 uses this to transfer troop losses from Ship A to Ship B.

Player 2 uses the same ability to transfer losses from Ship B to Ship A.

Re-wording it to make the ship that losses are transferred to have to be friendly would avoid this.

Also, if the ship having losses transferred to has yours and enemy troops on board, are losses shared? randomised? or taken from the owners troops?

Another thought, if the ship having losses transferred to it has no troops left, can the losses still be transferred to it, or does the original ship now have to take them?
 
I had expected this to be the intent. The title "Congreagation" seemed to imply within your own "denomination", but the rule was not stating this exactly.
 
Another question,

If this effect is put on to transfer troop losses from Ship A to Ship B,
but Ship B has no troops left.

Do troop losses get transferred to Ship B and ignored?

Or does Ship A have to take them?
