General Information Chip?

So, according to the book "Cybernetics" it is possible in some careers to get a "General Information Chip" implant.

But I can't find anything about this in my books. Even using the search function (I got the books as PDF) doesn't tell me anything.

So, who knows what kind of item / implant this is?
