It burns the amount of fuel needed for a jump 1. It will still burn the same amount of power plant fuel.

My reading of the rules says that once you make that jump 1, you still have enough fuel for another jump 1, plus whatever power plant fuel you have left.

Yup, you would be able to make 2 jump 1's if you have enough fuel for a jump 2 and the power plant.
