You only have to look at the history of 20th century naval actions to see that.

Battleships escorting convoys, convoy escorts pulled away to hunt down pocket battleship raiders etc etc.

That was reality, this over controlled "You must conform to the fleet list or else" mentality is very last century stemming from all those games workshop munchkins and 1970s pocket book rules where you had to have a unit of this before you were allowed a squad of that.

Reminds me of those 1970s and 1980 wargames, fighting the soviet hordes. Your force was list A or list B and you could have an optional unit or two as well and that was it.

Defend the bridge from soviet attack since a US division is retreating this way. The bridge must survive.

I'm just treating them as optional rules. 90+% of our games are scenario driven and for those, we'll set up whatever mix we think is reasonable and fun. In a tournament, I'd expect the organizers to specify whatever limits/rules they prefer and with prior notice, nobody really should have grounds for fussing. If we do a campaign, we will probably have some anti-cheese rules to avoid the 60% DDE, CLE fleets.
