Firebolts and campaigns

Did I get it right, that in a campaign: If I buy a poseidon and then additionally replace all of it's flights againts firebolts, the poseidon will still only cost 2 war points if it is being used in a scenario? (so the firebolt-upgrade costs only in terms of the campaign, but does not influence the costs of the ship in scenarios)?

I believe it costs both for campaigns and scenarios otherwise your getting an advantage for free in scenarios. A Poseidon for 1 war point full of Thunderbolts and a Poseidon for 1 War point full of Firebolts can be a pretty big difference. Same with a Balvarin full of sentris and a Balvarin full of Rutarians for the same price, its a huge advantage.

I would also think that it couldn't automatically replenish the Firebolts each turn, since they cost extra to carry.
