Don't really see how there can be such a formula (and it yield reasonable results). CT weapons have different damage and penetration mechanics. Damage is handled as x dice of damage. Penetration is handled by a modifier for each weapon vs each type of armor. In addition, armor in CT is an all or nothing proposition, either it stops the bullet or has no effect.

MGT on the other hand, uses a cruder mechanic that equates penetration and damage, with armor reducing damage.
 
Well, I just looked at it myself, and it looks like damage is, roughly, 3.5 points per D. So for instance, a Laser Rifle, damage 5D, looks to be 3x + 6. 3x is essentially 3D, and the 6 is just about another 2D.

The next part is deciding when to use x1 (pistols) versus x2 (rifles) versus x3 (plasma weapons, and laser wepons, except for the pistol), versus x4 (fusion weapons).
 
So, for example, if a plasma gun did 8D damage, the first 3D would change to 3x, and the remaining 5D would average out to 18. So it might be 3x + 18.

A fusion gun that did 8D damage would therefore be 4x + 14.
