Fire! Fire!

For the current campaign my local group is trying out the Fire! Fire! critical hit table. With one of the Vitals hits being upgraded to no damage control and no fire control, does that mean that there is no roll for fire at the end of the turn, i.e. the fire cannot be put out and the fire does not spread?

I'd probably still make the roll, thereby allowing the possibilty of spreading, even when it can't be put out.
