Fire Control necessary to fire ship weapons?

I'm confused about the Fire Control software. Is this only to automate firing weapons if you don't have a gunner or a Pc with gunner skill on board?

or

is it necessary for the Gunner to obtain a "lock"?

Also

Under Automated Positions page 146 is says, ...aid existing gunners. How does Fire Control aid existing Gunners?

Can you lock on to multiple targets in a turn?

It gives bonuses to hit and can be used to autofire a weapon (no gunner).

A gunner can still fire his weapon without Fire Control/x. This is BONUS software that provides advanced computer aided targetting.
