Finer grained movement

Running the Dogger Bank scenario showed that movement needs to be finer grained; historically some ships were a bit faster or slower, and this was critical. In the game, everyone moves at 7".
Looking at the conversion system, the magic number seems to be 3.75 - divide the speed in knots by that to get move in inches.
So it's simple enough to introduce half inch gradations, then the Blucher and the slower BCs will move at 6.5", mosts BCs at 7" and the fast ones (the big cats and Derfflinger) will move at 7.5", and we have back that crucial difference in speed.
