The folks at GDW had the Roman Empire in mind for the Imperium, it was only later it changed to more resemble the British Empire.

Generally that happens when you acquire a naval focus.

Also, Roman administration tended towards centralization and civil appointment, whereas the British had an active aristocracy, and line of communications latency tended to give it's military and colonial administrators some autonomy.
