Failure to enter pre career education means...

Can a character ignore a failed roll to enter military academy or university and choose a career to then enlist in or must they submit to the draft or drift for the term?

If you fail to enter university or a military academy you continue as if you hadn't tried.

You can attempt to enter any career.

A Traveller can select university or military academy
education, making a roll for successful entry. If this is
failed, the Traveller must immediately attempt entry into
a career and, failing that, be drafted as normal.

So if you fail to get into uni, you imediately try for a career, and if you fail that you either get drafted or get drifted.
