Empires: Usefull for Smaller Scale? Alternatives?

Hello all,

I am working on my campaign atm and thinking about setting up several regions/Factions/Homesteads that will be not neccessarily in conflict with each other but interaction friendly and in confrontation. Now I would like to add some management metagame to this so I dont simply decide but let these things play themselves out. The book name suggests it is used for large scale empires, but can the rules included be used for much smaller scale, like rivaling villages or tribes? Or are there any alternatives I might look at? I am totally new to BRP/RQ and other D100 systems so hae no clue what is really out there.
 
Yes, the rules, whilst aimed at nation states and imperial states, can easily be scaled down to reflect cities, towns or even villages. You may have tamper with a few things, but its certainly possible.

Maybe "Guilds, Factions & Cults" for Mongoose RQ I might be a good choice. It's been a while since I read it but the rules there should fit nicely with MRQII. You could probably pick Guilds, Factions & Cults up pretty cheaply as well. That said, Empires rocks.
 
As Loz says, you could easily use the principles for any sized state.

However, you might have a problem with linking together figures for different sized states.

So, taking an example from Merrie England, the Angevin Empire is made up of several states with scores of their own, one of which is the Kingdom of England. England is in turn made up of a number of duchies, each duchy consists of a number of baronial possessions, each of those is made up of local manors. You could allocate scores to each level and they would make sense. But, how does SIZ 10 on the Manorial scale relate to the Baronial or Duchal scales?

If you can crack that then you can describe any level of civilisation compared to any other.
