I am working on my campaign atm and thinking about setting up several regions/Factions/Homesteads that will be not neccessarily in conflict with each other but interaction friendly and in confrontation. Now I would like to add some management metagame to this so I dont simply decide but let these things play themselves out. The book name suggests it is used for large scale empires, but can the rules included be used for much smaller scale, like rivaling villages or tribes? Or are there any alternatives I might look at? I am totally new to BRP/RQ and other D100 systems so hae no clue what is really out there.
