I noticed that the Emissions Absorption Grid is in the High Guard book but not the 2022 Update. Is there a rules reason for it, or did it just not make the cut?

It's now called Basic Stealth, but is otherwise unchanged.

This is my understanding as well. One of the impacts of this change is that Stealth and Emissions Absorption Grid can no longer be stacked.
