Is it possible to reduce the number of MP's invested in a Rune? EG. A sorcerer casts a three MP Fire Rune to smother a bonfire. After extinguishing the bonfire he decides to recoup two MP while leaving the rune active, on one MP, to control the campfire. Or does he have to cancel the active rune and recast it with fewer MP's?
 
I would say that he would have to recast the rune. Amount of magic points invested tells the magnitude of the rune. So you can't change your rune of fire (3) to rune of fire (1). In similar manner like common magic spell bladesharp (3) isn't the same as bladesharp (1) also the runes of different magnitude have different effects which you have to decide before you cast. Once the decision has been made there is no turning back.

If rune is vocalised it's effects disappear after an hour anyway, unless additional magic points were used to increase the duration of the rune. The cost of keeping more powerful rune active and casting new rune of fire (1) is the same, so it doesn't matter which one you use as long as you decide it before you cast the rune. If the rune is inscribed then you might want to let it's power end and activate it again with lower magnitude to release some points back to your MP maximum.
