I am assuming due to a lack of section regarding "Casting Time", that Divine Magic is instantaneous? In other words, you spend the 1 CA to cast the spell and that is it.
Unlike Common and Sorcery, which use -
"All Common Magic spells take a number of Combat Actions to cast equal to half their Magnitude
(rounded up)"
and
"All Sorcery spells take as many Combat Actions to cast as the number of Manipulations used
to cast them, with a minimum casting time of 1"
