Digits used in planet creating

Hello all! The digits on the tables in world creation (p170+) go like this:

10(A)
11(B)
12(C) etc

I understand this is to avoid confusion in having a two-digit number in the UWP (reading a 12[C] as a 1 + 2 separately causing confusion) but in the spinward marches book there are a number of places where in the UWP it has a letter to represent the law level (eg p68 regina sector, Alell has a law rating of C = 12). This is fine as it follows suit with the previous tables for planet creation, but in the law level table (p176) it only goes up to 9.

How do I read this? is some of the table missing from the page 10(A) onwards?

Just one thing that has been bugging me, how could you have a higher law level world anyway? surely at those levels (ABCD) the PC's would be arrested the second they landed! and how can the letter be higher than a C anyway, as that translates to 12. Can it go higher to account for DM's? What would such a place be like with a law level that high?

Nothing is missing, if you look that is 9+ indicating any value of 9 or greater.

Nothing wrong with a higher law level, even if you would be arrested doesn't mean it can't have one. Of course being arrested also means they have to catch you. Maybe you land somewhere out in no mans land for example. Codes can go beyond C, D=13, E=14, F=15, ect.
 
The law level is used as a Law Check (target - i.e. roll Law Level plus to avoid) to determine encounters with the law [Core pg 173].

The table on pg 176 refers to Illegal Possessions and is not the Law Level per say. It is just used to determine the legality of items in characters possession when they are searched/investigated and as a DM for sentencing/penalty (pg. 174).

Note: The Law Level is based on the Government Level (2d6-7 +Gov.) which is based on Population Level (2d6-7 +Pop.) which is determined by 2d6-2.

By these definitions (Note: DMed roles below 0 = zero and non-cummulative): Pop = 0 to 10; Gov = 0 to 15(17); Law = 0 to 20(22).

The tables, however go: Pop 0 to 12(C); Gov 0 to 13(D); Law 0 to infinity (9+). The two (B & C) impossible to role (with -2 DM) population entries are for explicit definitions. Government Levels above 13(D) are undefined.

This is just my take directly as written, others more well versed than I will hopefully chime in.
 
The UWPs for the Spinward Marches book were the same ones used in the original book for CT. At that time, the UWP codes above 12 had not been defined (They were defined in Book 5 Scouts and several later books).

Corrected UWPs were not allowed by the creator of the game Marc Miller. So even though it is a MGT book, the UWPs are actually more like Classic Traveller.
