Darrian Harmonic Light Cruiser 30,000 tons TL 15

I can completely ignore the Maghiz and give Darrian TL16 warships with CI prototype brains, but we are then no longer in a shared universe as we have completely different interpretations of what it meant to be the common frame of reference.
You're not in a shared universe. You don't run the same universe as a single other person who has ever run Traveller. There are thousands of places where interpretation changes, events change, and of course in even the worst GM's TU, their players have an effect on the world.

So relax, embrace the freedom and stop worrying that people might be Wrong just because they interpret The Holy Canon differently.

The ship is built to be a good mix between survey cruiser, observation and diplomacy ship, and combat light cruiser. It has the typical Darrian focus on defense and crew protection as well as the best stealth and a black globe generator for getting into and moving around in the target system.
While the ship's primary mission is not combat, it is more than capable of holding its own and extracting itself from a situation gone bad. Too small to mount a Meson spinal effectively, it mounts a Particle Cannon spinal, along with 50 particle barbettes as it's primary armament. This is backed up by 8 large missile bays and 100 pulse laser turrets. 50 sandcasters and 3 point defense batteries compliment the defense.
The crew compliment of 603 includes an observation and diplomatic team of 6 for first contact and other diplomatic situations.
The ship mounts 38 automated lifeboats placed strategically throughout the hull in case of catastrophic failure of the hull.
2 Ship's Boats provide general use for simple missions, while 2 Modular Cutters with 2 extra modules, provide alot of flexibility. The modules carried typically include a passenger module, cargo module and a survey module for each cutter. Without a dedicated hanger, the modules must be changed by hand outside the vessel by the craft's maintenance crew.
The ship's marines provide onboard defense, diplomatic protection and damage control functions.

Comments on the ship:

Why the small computer? A Core/100 is a trivial cost. Darrians are supposed to be good at computers?

Software: Just include it all? Repair Drones needs Auto Repair for full effect.

Power: You have ~twice as much as you need?

Fuel Processor woefully underdimensioned. At over 100 h for jump fuel refining, you are limited to jumping every second week, severely limiting strategic movement.

Armoured bulkheads sprinkled here and there at considerable tonnage (>650 Dt), but does not protect the critical areas that disables ships: Fuel, Jump drive, and Bridge (Computer).

Particle spinal does less damage at lower range and higher cost than large Particle bays:

At higher base damage, the bays are much less affected by armour, and more likely to hit...
Particle spinals need to be at least double size.

I believe you need a few more Engineers to service the small craft.

The Darrians are presumably not Impies; they don't have to use Cutters...
Seven Ship's Boats (or Slow Boats) have as much free space as ~five modules, but you can use all of them at the same time, making them more flexible and more robust in the face of damage.
Replacing the cutters with six boats, one in a full hangar, even allows you to maintain and repair them on long patrols.
