I just love the game.
I figured would be fun as a mini based skirmish game.

(add a DIY gang rule)
and then...
The Innocent release some civilian models for special objectives.
I think it should include cars for each faction with the ability to "jack" cars found in the environment.
The system should follow the evo rules set with Agents having special abilities you pay extra points for such as "jump 12" or "marksman" or "Demolitions Expert".
The game could easily be played with say 2 "Agents" and 1 "Gang" player, as long a rough points equate. I believe it wouldn't be hard to add in a leveling system, with the "PC Agents" taking on larger and larger gangs as they build their personal point cost up.
Agents should be able to "evolve" in the following areas, some things should cost alot more than others....
Shooting [gains bonus to Target rolls against enemy, Marksmen = choose target in FZ]
Close-Combat [get better dice]
Movement [includes base move rate and "jump", "climb" abilities]
Driving [can "jump" cars if appropriate slopes are around, increase turning arcs]
Explosives [using AT weapons and bombs]
Command [can lead peacekeeper squads or become a commander and add extra action to other units.]
The Gangs should have access to more elite units as well...
Los Muertos - Hitmen / Assassins
The Volk - Hardened Mercs / Terroist Cell
Chai Sen - Neo - Ninja / Triads
I can imagine many missions for the system...
Warrant [arrest certain target (suppress them or something with closer range)
Heist [stop the gang escaping with the "goods"]
Hostage Situation [save the civivlians]
Eliminate ["search n destroy"]
Agency Raid [storm a gang building or territory]
Hold the Presinct ["defend"]
Protect VIP ["protect civilian"]
Assassinate [kill the gang boss]
Intercept [prevent a gang action]
Block War [4 players (1 Agency, 3 Criminal) with opposing objectives]
I guess its starting to sound a bit judge dredd but id still love to play it.
I reckon would be fun to collect coz most people would just get say 2-4 agents and then collect their own gang so group campaign playing could be easy as people could share models.
...oh yeah agency helos too, seeing as the gangs have some fire and forget missles.
