Not per se, but there is in a way.

Let me explain my cryptic answer: Anybody can pick up an use a weapon without penalty. If that person has a low STR, then he's going to get a penalty on his to-hit throw, and to his damage, no matter if he uses a dagger or a big honking sword.

Where this type of thing comes into play is when an opponent wears armor. It takes STR to punch through armor (mechanically--add the weapon's Armor Piercing rating to the STR bonus, then compare to the target's Armor Rating).

Because of this, weaker characters are going to use smaller, lighter, quicker weapons, in attempts to avoid armor all together, with Finesse attacks. Finesse attacks are like called shots, and they're DEX based instead of STR based. They're harder to hit, but a hit avoids armor as the blade finds its way into an unprotected armpit or exposed neck.

Characters with high STR scores will most likely go for big, heavy weapons that have large Armor Piercing scores. That way, they don't have to worry about it. They just swing and smash what they hit (where as the thin, low STR, DEX based Finesse fighter is dancing around sniping quick jabs trying to find an unprotected spot on his target).

Thieves, for example, might have a very low STR rating but high DEX ratings that help them with Finesse attacks and Dodging.

A big bear of a man with a ton of heavy armor holding him down will most likely have a strong STR rating, using a big weapon, and most likely rely on Parrying the attacks that come his way.

A lot depends on class, too, as some classes favor Dodge while others favor Parry.

Multiclassing is so easy that you can easily customize a character to suit your play style.





EDIT: To directly answer your queston--No, there is no set STR or DEX rating to use any weapons, but the way Armor works in this game makes it a good decision for a low STR character to rely on small, quick weapons for Finesse attacks. High STR characters will favor big weapons with high armor piercing ratings (and will hit more often than Finesse fighters becuase the target's AC is lower for these types of attacks).
