			Empires may be problematic because it could be construed as a separate game, if the book description was anything to go by. I wouldnt hold my breath for it.  
		 
		
	 
Unless I missed a preview or description that made it out to be a stand-alone game, then I'd say it wouldn't be any more problematic than say, the mass combat rules from Free Companies, or the ship combat from Pirate Isles.  It's a subsystem, not a rules set.
