To further get back to the idea of force as rulership, I will note that it does not exclude morality. In fact a wise person will temper their desires with compassion for their people if for no other reason than they can if pressed hard enough overturn them with the help of a better leader(s). Witness the American Reveloution. But if the people feel safer and more secure with the current leadership and feel they will lose out in a change in regime, they will fight to preserve it, even if it isn't the most enlightened of regimes. Witness the current American regime.
