This is just a bi-product of what was originally one cults book being split into two. There were some editing issues that resulted in a few anomolies, peaceful cut being one of them.

I'd suggest simply using Peaceful Cut as a Rune spell for Odayla cultists, linked to the Beast and Spirit runes

That is how it was orginally written. Becoming an initiate was, initially, supposed to provide for casting the cult magic. It provided none of the other benfits of actually having the runes but it allowed the casting of all cult magic.

I would say the easiest solution is to just say Peaceful Cut is Folk Magic rather than Rune or Spirit magic (now that Folk Magic is official).

It would definately fit the "common everyday magic" nature of Folk Magic among Odayla worshippers - who are hunters by nature.

Which is not to say it could not be also learned as Rune or Spirit magic (assuming a teacher could be found) by an outsider who wished to join the Cult but was raised in a different society where Peaceful Cut was not practiced as part of his/her culture.
