Combat manouevers and spells

If a character suffers the effects of a manouevre where he cannot attack on his next strike rank, (such as overextend opponent) can he still cast spells on that strike rank?

Depends on the spell and situation.

If the spell is a touch spell and we're in melee - no, I wouldn't think so - he's overextended.

If he's overextended from another spell / a rather weird ranged attack... and if the spell is a fly spell. I don't see why it would matter.

I'd say that if he casts an attack spell on someone else then no, if he casts a defensive spell on himself or someone else then yes.

So, the emphasis, for me, is on attack not action.
 
The key word here is attack. So any spell that can be construed as an attack (i.e. causes some form of damage to a target(s)) is out all other spells are OK.
