Combat Armor

Against Stormtroopers, I'd be more afraid of ricochets.

You don't need helmets for HUD.

But the helmet is there for a reason.

It's like how hot sci-fi/fantasy girls only need to wear chain mail bikinis. :) Swords and arrows miss them because they are simply too hot! :)

I tend to base it all on the torso armor in situations like that.
 
I'd agree with others, only lower it by a few points at most. You could base the description of damage on the fact that the player isn't wearing a helmet though. If the armor stops most of the damage, it hit his torso, if a lot of the damage gets through, he caught it to his pretty face. Now he has a wicked scar and is going to need a bionic eye. That will teach him not to wear his helmet!
 
I am also in the "Lower the armour value a few points" unless the something in the incident means that the damage is specifically to the head or the lack of helmet will otherwise mean the PC is vulnerable.

Peeking from doorways so that only his head is exposed is not advisable as a hit from the enemy means it hits him in the head. Being exposed to vacuum or toxic atmosphere is also not advisable.
